NOTICE
Notice under article 25 of the constitution of A.I.P.E.D.E.U, is hereby given that a meeting of the Central Working Committee of this union, will be held at Aggrawal Dhrmashala, MODEL TOWN – II, Delhi – 7 on 29th to 31st July, 2008.The meeting will start at 14.00 hours on 29-07-2008.
All members of the Central Working Committee are requested to attend the meeting in time.
The following shall be the items of agenda for the meeting of the Central Working Committee.
AGENDA:
1. Organizational review:
(i) Position after membership verification in June 2008-Efforts required to be made for furtherance of membership. And results of the membership verification.
(ii) Remittance of quota to higher organizations i.e. CHQ and Circle union.
(iii) Financial review.
2. Review of CHQ Struggle Programs in the past and decide Further Course of action.
3. Nation wide one Day General Strike on 20th August, 2008.
4. Simultaneous implementation GDS Committee along with the 6th CPC recommendation. Arbitary grant of Extension of GDS Committee.
5. Regualisation and grant of Pension with all other benefits to Gramin Dak Sevaks.
6. Supreme Court Judgment on Gratuity to Gramin Dak Sevaks implementation thereof.
7. Promotion and related issues.
8. Grant Trade Union Facilities to GDS Union.
9. Any other matter with permission of the chair.

Dear Comrades,
We are furnishing hereunder some recent developments concerning the postal employees in general and GDS employees in particular.
The National Convention of Trade Unions was held at New Delhi on 13th May 2008 at the call of the Sponsoring Committee of Trade Unions comprising the major Central Trade Union in the country and the all India federations/associations of employees in telecom, railways, defence, banks, insurance, various public sector units, central and state government offices and departments etc. It expresses grave concern over the disastrous fall out of the anti-worker, anti-people neo-liberal economic policies of globalization and privatization of the government at the central leading to relentless price rise which has hit hard the common people and virtually pauperized the working class and the poor. The Govt. is not honouring the commitments made in its National Common Minimum Programme (NCMP), with the result that the agrarian crisis continues unabated. Speculative trading dominates the commodity market and public distribution system stands virtually collapsed making the situation unbearable for common people. The Govt. turned a deafear to the popular demands of the people to universalize the public distribution system, ban futures and forward trading in essential commodities, reduce the tax burden on petrol and diesel and take strong visible action on black-marketing and hoarding to protect the common people against the impact of price rise.
The working class and peasantry who create wealth for the nation are getting raw deal. The workers and employees also face severe exploitation. Growth in industrial and service sector is accompanied by mass scale outsourcing, contractorisation and casualisation at work-places throughout the country which is aimed at curtailing the wage cost through distressed wages to a large section of the workers and employees. Unemployment is also growing alarmingly. Basic labour laws in respect of minimum wages, working hours, social security benefits are being desperately violated by the employers with active indulgence and patronage of Govt. The provisions of the Unorganised Sector Workers Social Security Bill 2007 placed in the Parliament is totally inadequate to ensure a minimum social security care for the concerned workers and as such, overwhelming majority of the unorganized sector workers in manufacturing and services are virtually kept outside the coverage of that legislation.
The Convention resolves to go in for phased agitation by the working class all over the country to culminate in countrywide strike action to press for the six demands including GDS issues regualisation and grant of Pension and all other benefit to Gramin Dak Sevaks.The Convention unanimously decides the Countrywide General Strike on 20th August 2008.This is the first time that all Central Trade Unions issued call including the demand of regualisation of GDS employees grant of Pension and all other social benefits. It is our duty to make the programme a grand success.
All Circle/Divisional/Branch Secretaries are requested to give wide publicity among the members. All are further requested to mobilise members for the grand success of struggle programme, General Strike on 20th August 2008.
Arbitary Grant of Three Months More Extention Time to GDS Committee:-
We feel present time given to the GDS committee is more than sufficient to submit its report for the very reason that the committee is looking into the matter after Justice Talwar Committee which had indepth study in all the matters. So, in the over all interest of the Department and the public service we also appealed not to grant extention of time, if any, to the GDS committee which is due to submit its report by July, 2008. But the Department of Post recomneded Grant of extention three month more that will creat lot of resentment and unrest in GDS minds. We shall fight against this arbitary decision.
Sixth CPC has taken 18 months time to finalise various issues of 37 lakhs Emplyess where as the GDS Committee which was granted 12 months time is seeking further three months time. If the time is given, it will lead to postponement of the implementions of recommention till next year 2009. Therefore all Divisional/ Branch Secretaries are requsted to orgonise issues the following telegrame/ Sovigram by the members of their division immediately to the follwing address.
There was some confusion about date of submission of Declaration forms to DDOs. It is NOT postponed for GDS Union. The Department was clarified its vide ltter No 13/1/2008 dated 23rd June, 2008 that the time
schedule is not changed even number dated 26.3.2008 stand for EDA (RS) Rule 1995- Re-verification will be made according old time table only. Therefore the DDOs shale complete the work relating to GDS verification and its compilation by 10th July 2008 and report to the Heads of Circles with details of total number of persons belonging to each Union and also to display one copy on the notice bord on 10th July 2008. All Divisional/Branch Secretaryies shall check and send reports to Circle Union. The Heads of Circle will send the consolidated statement to Directorate by 25th July 2008 All Circle Secretaries are requested to check and collect figures from each Division and Branch and send to CHQ before 30th July, 2008 including other Unions. This may be given top priority and most urgent.
The Directorate has approved the amendments made in the Constitution in the All India Connfrence held at Rewa vide its letter no. 15-02/2008-SR Dated 08-07-08 and the copy of same is enclosed herwith for information and necessary action.
All Circle secretaries are requested to pull up all the Divisional Secretaries during this month to remit Quota to the Circle/CHQ.
Amendments to the Constitution: A. The monthly subscription of members shall be as follows
Article 38(a) Rs. 10/- be substituted in the Place of Rs. 5/-
Article 39(I) : Allocation. It may be substituted as follows:
All India Union Rs. 2.50 (0.50 paise for struggle fund/Coordination committee, through CHQ)
Circle Union: Rs. 2.00
Br/Division: Rs. 5.50

Total= Rs.10-00
All Circle/Divisional/Branch Secretaries should ensure the prampt remit of Quota to Circle/All India Union at the rate of Rs 2/- & Rs 2.50 respectively. The remittance should be made regularly and thre should not any lapse in remittance which will be viewed seriously.
MAKE STRUGGLE PROGRAMME A GRAND SUCCESS:
All Circle/Divisional/Branch Secretaries are requested to mobilise members for the grand success of struggle programme, General Strike on 20th August 2008 duly gives wide publicity to the demanda and particlrly the regulrisation of GDS Employees.

In the meanwhile the CHQ calls upon the entirety of the GDS employees to hold protest demonstrations all over the country from 25th July to 31st July and send the above telegram /savingram / post card campaign by sending to the Honourable Prime Minister of Indian and other above mentioned persons.

The CHQ has proposed dharna programme on 04-07-08 at Circle levels demanding immediate settlement of the following issues.

in Department of Posts.
Respected Sir,
As you are aware GDS officials are the most exploited employees in postal net work. We are happy that of late this source of rural power is recognised and being harnessed to strengthen the department. Constitution of rural business division and rural technology is another step forward in this regard really deserve appreciation.
Success of any concern/department lies in combined effort of workers and the management, the authority knows better. Similarly it is very much important and very much essential you know to improve service conditions of the GDS employees to raise to the occasion. So, we request respected Madam to get the report of the GDS committee at the earliest for implementation. In fact implementation of pay committee report for GDS need to be expedited as this section deserve immediate financial support and improvement for better functioning.
