2nd ORAL EVIDENCE

THE II ORAL EVIDENCE BEFORE GDS COMMITTEE ON 04-04-08
A delegation consisting of Comrade D. N.Giri President S.S. Mahadevaiah[General Secretary] as well as K.Ragavendran [Secretary General NFPE] and General Secretaries of affiliated unions / associations Comrades K.V.Sridharan [P3], Ishwar Singh Dabas [P4], Giriraj Singh [R3], P.Suresh [R4], S.P.Mukherjee [Admn], P.Rajanayagam [Postal A/Cs] and Chandhraban Mhara Uttarakhand GDS tendered oral evidence before the GDS Committee headed by Shri. Nataraja Murti on 4.4.2008 forenoon. The evidence took more than two hours and all the issues submitted in the GDS memorandum by the NFPE and the GDS Union were highlighted before the Committee.

The Departmentalisation of GDS; the method for Departmentalisation; Ensuring two career progression in GDS Service; protection of promotion to Group D on seniority basis even if the Group D posts are upgraded to Group C as per VI CPC recommendations; the issues of Social Security including Pension, Gratuity as per Gratuity Act 1972; enhancement of Group Insurance quantum to 1,50,000/-; Introduction of a system for Medical treatment; Changing the entire GDS Conduct and Recruitment Rules to end the discrimination in conduct and disciplinary matters between the GDS and the regular employees in line with the Supreme Court Judgment as well as making these rules statutory one; Facility for transfer to a vacant post; Free Insurance covering accident, natural calamity etc; Rationalization of leave with the facility to carry forward unutilized leave; Grant of 180 Days of Maternity leave for women GDS and special disability leave; Protection of wages by application of foot beat formula; Grant of Advances like Fan, Festival, Moped, HBA etc; Facilitating formation of cooperative societies for GDS; Full implementation of orders for conversion of GDS Mailmen in RMS larger platformed railway stations as Group D; Supply of uniforms to RMS GDS and outdoor GDS; Construction of work standards for GDS in RMS or straightaway departmentalizing RMS GDS as Group D since they work for 5 hours and more; Ending the discrimination between the RMS and Postal GDS to ensure RMS GDS also can become Mailguard through seniority basis in ½ vacancies like Postal GDS becoming Postman and various other issues were highlighted by the delegation.

The Chairman and the Member Secretary and other officials of GDS Committee had an interaction on many issues with us and even the Chairman Shri Nataraja Murti expressed that his endeavour would be to do as much good to GDS when we requested him to recommend a very positive report to the Government.

The evidence took more than three hours and all the issues submitted in the GDS memorandum by the GDS Union were highlighted before the Committee.

Sub: Payment of Dearness Allowance to Gramin Dak Sewaks (GDS) – at revised rates from 01-01-2008 – regarding.

Madam/Sir,

Consequent upon grant of another installment of Dearness Allowance to the Central Government employees with effect from 01-01-2008 vide Govt. of India, Ministry of Finance, Department of Expenditure, New Delhi O.M. No. 1 (1)/2008-E-II (B) dated 17-03-2008, the Gramin Dak Sewaks have also become entitled to the payment of Dearness Allowance at the revised rate w.e.f. 01-01-2008. It has, therefore, been decided that Dearness Allowance payable to the GDS shall be enhanced from the existing rate of 91% to 97% (Ninety Seven per cent) of Time Related Continuity Allowance with effect from 01-01-2008.

2. The additional installment of Dearness Allowance payable under this order shall be paid in cash to the Gramin Dak Sewaks.

3. The expenditure is debitable to the Head of Account 'Salaries' under the relevant Head and should be met from the sanctioned grant.

Membership Verification

Please refer our circular dt. 27.03.08 which was forwarded by the CHQ recently. Please note the important points and act swiftly.

1. The authorisation form bearing the signature of the Director (SR) should alone be used while obtaining declaration from the members
2. There is a separate form prescribed for GDS employees in which alone the declarations shall be obtained from GDS. The form used for departmental employees should not be used for GDS comrades.
3. The last date for submitting application is
10.06.08. Need not wait till last date. Enrol more membership as early as possible.
4. The membership list should be submitted in triplicate and in each page the Divisional/Branch secretary should sign.
5. If any official has signed more than one declaration form, he can not be allowed to become member of any association till another five years. Therefore, this should be explained to all members and ensure that they have not signed in more than one application to different unions.
6. If any fake or fabricated or in genuine authorisation is proved, the concerned divisional Secretary shall not continue as office bearer in the union for another five years.
7. The D.D.O should display the list from 11.06.08 to
20.06.08. Have a close watch and see our membership intact.
8. As per the revised practice, the Circle Unions can obtain a statement from the circle office on 25.7.08 on the verification process and it is more transparent. Percentage should be arrived based on the real working strength only.
9. One senor officer will be entrusted at Circle office for attending complaints and settlement of disputes in the verification process. This may also be properly utilised in case of any problems arisen at the time of obtaining declarations from members.
10. If any irregularity is noticed on part of DDOs, disciplinary action shall be taken against him.

NEW VERIFICATION PROGRAMME DECLARATION FORM

All are requested to conduct membership drive successfully. We have already sent the model of declaration form to all CS, Dvl.Branch Secretaries. Take the photocopy of the same and obtain declaration form afresh. Dont use old format. There is separate proforma for GDS, pl note. Declaration should be obtained from each and every members - including old members.

Meeting with GDS committee is fixed on 4th April. Com.Gen.Secretary, Com.President D.N.Giri,Com.Chandra Ban Mehra and other GDS attend the meeting with Secretary General NFPE Com.K.Raghavendran.
